Yeah, but it’s the properties of oxygen in the respiratory process that leads to free radical formation. If we could utilize a more stable element… actually, maybe not. Any oxidative reaction would probably throw off free radicals if you did it often enough.

Not the oxygen we breath. It’s not a high enough concentration to be toxic. Also, what JK said.
Reactive oxygen species (ROS) are a byproduct of breathing and are toxic. A lot of toxicology research these days is about ROS generation and how cells deal with them. The concentration isn’t high enough for acute oxygen poisoning, but certainly is for chronic toxicity (aging). This is why anti-oxidants are considered good for you.
