“Racist” refers to -the word itself says it- a race. That means a genetic race. Religion is cultural / individual / either way, just subjective and has to do with ones personality, not with his DNA.
Creating differences BETWEEN muslims because of their origin like you’re doing (saying an ordinary muslim is from a specific race), THAT is racist. You’re stating differences based on genes.
Your explanation given (nationality and religious affiliation) do not explain why the pic is “plainly racist”.
Maybe there is a subtlety you’re missing, that this, like some other memes, take a supposed stereotype as the lead-in, and then give an innocuous punchline, like the online dating serial killer or the rasta professor.

The US date is the only system of units where the parts are not in order of size. Seconds, minutes, hours. Yards, feet, inches. Stones, pounds, ounces. Everywhere else in the world its days, months, years, the US had to be a hipster. No other country has adopted that system because it makes absolutely no sense.

Yes, sometimes I forget what day it is. I focus more on remembering if it’s Monday or Tuesday than if it’s the 24th or 25th or whatever. But I always know which month it is. Once I know it’s the first of November, how the hell would I forget? It’s not like the month changes everyday making you lose track sometimes.
