Probably icing sugar, margarine and food dye. The glassy/plastic appearance will be from it melting into a solid mass.

Did you try letting the cupcakes cool down before icing them? It’d probably stop the icing from immediately melting.
THIS. Also, take them out of the pan before you ice them, so they don’t get all mashed up when you take them out. I don’t even really bake but I know this.
Not to mention, it looks like they didn’t use the proper piping head. they probably used a circle one when they should have used a star.

Those are cookies, not cupcakes.
They look like cupcakes to me. You can’t see the bottoms because they’re still in the cupcake pan, so all you’re seeing is the tops.
