Actually the meme is right. In the original Japanese anime/manga Vegeta said over 900.
The American translators thought this wouldn’t be epic enough, so they made 9000 out of it.
Also, reread, it doesn’t have mention of an absolute maximum. It says it could go higher, therefore the over 900 part is still accurate.
